TCP?IP properties not available

I am running NT workstation version 4
I need to access the TCP/IP but it is ALL the properties buttons are grayed
out. I can't reload the from cd because system will not recognise another
drive. (another problem I have to sort out)
It was working ok and accessing the server and the internet. Now it has
just become unavailable. The wins, dns, gateway are all the same
can you assist?

Looks like a permission/policy issue or a pending change
that has not been implemented.
