tcp/Ip problem?

All hardware checks out OK. (Tried different ethernet card, no change.)
Internet access OK for other computers on home network, but I can't access
internet or other computers. I think some TCP/IP files may have been deleted.
CAT5 cable OK (works with laptop).

What to do?

What is the virus/malware status of the computer? If you think it is
clean, what programs (and versions) did you use to determine this?

"Don't Panic"

The machine is clean. Checked with Panda and Avast Antivirus, Adaware and
Spybot. All definitions up to date, regular scans.
Also, I checked the Windows Firewall, and could not open it, because the
'Internet Connection Service is not running" When I asked windows to start
the service, it was unable to do so. Again, I suspect missing files.
