When Internet Explorer freezes, and it does a lot, I use TaskInfo to
shut it down.

The problem is that most of the time it just says "Terminating" but
doesnt end it, and eventually I have to restart because of the RAM
leak.

Are there any programs that can shut down programs even when they are
locked and frozen?

You should try and fix the fault with IE locking IMHO.
Have you tried repairing it?

I tried, the problem is with RAM and certain websites (google maps etc)
that use too much memory (which is already maxed on this system).

Taskinfo is SUPPOSED to shut it down, but it just says "Terminating..."
and never does.

If you are getting messages about memory it is probably disk space rather
than RAM. Windows needs plenty of free disk space for the swap file.
