taskbar unlock disabled

I cannot unlock the taskbar.
the option is grayed out in the context menu,
the checkbox in the taskbar properties wizard was also
grayed out.
i even tried changing it from the registry.
I consider myself a experienced pc user, but this has me
stumped. I want to be able to fix it without
reinstalling windows.
i am using xp pro
pls help!
