taskbar missing

When I start up my computer. Windows XP takes a real long time to startup. Eventually XP loads up. However, the task bar and start button are missing. Not sure how to get it back

This all started happening after I installed the latest Microsoft updates. I tried running my PC is safe mode and using system restore(task bar does not show up in safe mode wither). System restore does not work..I get a popup message statting that system restore does not work and to re boot the PC.

I do not know what else I can do. It would be great if I could get the system restore to work. As a last reort, I can re install windows(I really do not want to do do this)

What happens when you press the windows key on the keyboard? or the key
combination if you haven't got a windows key (its possible!!) ctrl+esc.

Just wondered... seems like a strange problem though.
