taskbar display problem

My task bar only displays the quick launch bar and the language bar and does
not display any programs or explorer windows that are open.
i tried to unlock the task bar and move them with the mouse but didn't work,
the only thing that i manage to do is swap places betwin the language bar and
the quick launch bar.I think this problem could be fixed if could only move
the dot line of the quick launch from the left side that is now to the right
but i don't know how
