By using themes. That's the easiest way. WindowBlinds (from Stardock) and
StyleXP are the most common two that I'm aware of. There may be freeware
alternatives though I've never encountered any in my travels.

If you wish to change the color of the Taskbar with respect to the Toolbar,
scrollbar and the other fixed window elements, you will need a third-party
application.

Q: What does the name Zboing mean, and how is it pronounced?
 
"Zboing" ( pron "zuhboyng") is a silly word that I used to say to my
children and a mouflon is a European mountain sheep.

Presumably having my real name and email in the automated signature on
replies negates the antispam
effects of the silly name :-(
