I go to Personalization - Window Color and Appearance - and no matter what
color I change it to the taskbar color always remains a dark gray and never
changes. I have Windows Vista Premium.

I have the SAME EXACT ISSUE. It worked for me once! I made my task bar purple
and clear and the start menu showed up that way too...but then i
troubledshooted with my computer maker an issue I was having and then it went
away and I cant get it back no matter what I do.

All I did was personalize my windows the same way you are talking about and
it changed the color of my taskbar...however post troubleshooting I am unable
to acheive this and my taskbar and start menu are black and not clear...yuck.

So YOU CAN CHANGE THE COLOR OF YOUR TASK BAR. I think there is a bug with
vista...there is a whole buncha bugs with vista dont even get me started!!!

Are you running Aero?
I am, and when I change the color, the borders, Taskbar & Start Menu change
to the same color.
Not a problem.

You can only alter the color of the Taskbar if you have AERO Glass or AERO
Standard themes enabled. AERO Basic does not allow this. Right your desktop
click Personalize > Windows Color and Appearrance > click in the Themes
list box and select the support themes.

I have Aero Glass...and when I go to change the color's, only the menus
change...the task bar and the start menu won't. What can do I?

I am having the same problem with mine. No matter what I do my taskbar is
still a very ugly grey color. I have tried everything suggested so far. I
also have Premium.
