Taskbar and Start key won't work

When I have logged into XP, the start key won't work and if I put the cursor over the taskbar it stays as an hourglass. I have disabled all the System services and re-booted that way as a de-bug boot and this works. Does anybody have any ideas on how to fix the System services properly. Thanks.
 
Trail and error. Start up a few services at a time until you find which one
causes the problem. Then if you can live without it, leave it disabled.
