Taskbar and Display Properties Lost!

I have lost several abilities to change things in Windows XP Pro.
1. I cannot modify the tool/task bar. Right clicking the bar then moving to
Toolbars produces a grayed out menu.
2. Cannot change desktop background. Right click on desktop then clicking on
Properties yields a window with no Desktop tab (only Themes, Screen Saver,
Appearance and Settings)
Please help.

This may be due to setting up user restrictions with the GPEDIT.MSC
tool. If you used this tool, undo your changes to get back full access
to all settings.

For the second problem:
Go to Start>Run and type REGEDIT.EXE

Navigate to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
On the right pane, if a DWORD called 'NoDispBackgroundPage' exists, delete
it.

Exit the Registry Editor.
 
I have done some tweaking to the system, but I don't think
I used GPEDIT.MSC. How do you access this program?

Thanks to all. I have found a solution in Kellys-Korner
which fixed both problems at once. What a great find!
