Task Scheduler Service not running

Can't get Norton to run Scan My Computer scheduled scan -
"Task Scheduler Service is not running." How do I make
that service run so my scheduled tasks can run? Awhile
ago I disabled something (?) about Remote Procedure Call
(??) and maybe other things too. Generic Services for
Win32 I think I disallowed internet access, if that is
anything. Looked all over MS for answers but only see how
to set up when all other things work. Restore is out
because I did most of the fiddling when I first got the
computer. Task Scheduler in administrative tools is set
okay, but something I did with something else (?? what,
tho??) is preventing it from working. Can you help?
 
Open your Services file and click on the yellow question mark (Help) then
select Default Settings for Services. You will have a list at what all the
settings should be. Your Task Scheduler should be set at Automatic.
 
Now I can get it to do a scheduled scan BUT ONLY when I'm
logged into my Administrator screen. It won't do it when
I log off, and it won't do it when on someone else's
screen. Task Scheduler is set for Automatic and Local
System.

Control Panel - Scheduled tasks, on the Advanced menu click 'Start using
Task Scheduler' (it will then have 'Stop using. . .' instead)
 
Have to add ... to run under user and password to the task
right click properties and add password to the task
