The Microsoft site

claims that SP4 fixes this error.

"Task Scheduler Jobs Do Not Work and Generate Error Code 0x8004130f"

Wrong!

I have SP4 and whenever I change time zones from Central to Pacific or vice
versa the error occurs. This requires me to fix the jobs every time. Given
that I travel to and from each week this has become very aggravating.

Is there a solution or work around?

You will have to convert your system partition from FAT32 to NTFS.

The problem is caused by the account password for the Task being hashed
using
several variables, one of which is the .job file's timestamp. The timestamp
is
static in NTFS and is reported to the user based on the current timezone, so
the
DST change doesn't actually modify the file attributes. However, with FAT
drives
all files have their timestamp manually changed after DST. In this
instance, the
password hash no longer matches and the .job fails to execute.
