Task Scheduler "Could not start" tasks

I am running Windows 2000 with all current updates installed.

I noticed this week that the Task Scheduler is not running my regularly
scheduled tasks. All except one task post the "Could not start" error
message.

The service is running. One task uses additional info in the path. It
runs.
"C:\Program Files\Common Files\Symantec Shared\NMAIN.EXE"
/dat:C:\Program Files\Norton SystemWorks\swplugin.nsi
/NSWCMD:OBCSchedule

The other tasks call the main program. I tried adding /? outside the "
". None of these will run:
C:\PROGRA~1\COMMON~1\SYMANT~1\Nmain.exe
C:\WINNT\RegClean.exe
"C:\Bevs Programs\Utilities\Spybot\SpybotSD.exe" /?
C:\WINNT\System32\cleanmgr.exe /?

I have tried to run them manually by clicking the Run command in the
dropdown menu. Same error message.

But I can run the programs manually by entering them in the Run window
on the Start button. I recreated all the tasks that were "broken" but
they still will not run.

Any suggestions?

I have the same problem with all tasks.

Task Scheduler log shows "The attempt to log on to the
account associated with the task failed, therefore, the
task did not run. The specific error is: 0x80070569:
Logon failure: the user has not been granted the requested
logon type at this computer."

The account is a domain administrator account. These same
tasks are set on other servers with the same user name and
password and those tasks run fine.

I reset the Run As name and password and can run the task
manually with no problems, but later when the scheduled
time comes around, the task fails with the above error.
If I try to run the same task manually again, the task
will not run manually until I reset the Run As password.
The error is always the same when it fails.

Drive and folder permissions all look ok.

Any suggestion on where else to look for the problem?
