I cannot load Task Manager either from the start menu or Ctl,Alt + Del. I
appears to load then - nothing; however there is a green square on the
programs that are running. How can I get to start it?

What happens if you double click the green square? If Task Manager appears,
click on Options in the menu bar and uncheck "Hide when minimized."
 
I am having the exact same issue. Sometimes the task manager will show-up
for a split-second and then disappear. Most of the time nothing at all
happens. If I click the green square, the square disappears... or it will
just disappear on its own. I've run tons of anit-virus and spyware programs.
No luck.
