Task manager

My task manager opens and works fine, but it has nothing across the top and
will not close unless I restart my computer. Any thoughts or suggestions
would be appreciated.

Double-click anywhere on the border of the Task Manager window - the normal
controls will re-appear.

Doubleclick near the borders and Task manager will go back to "tiny
footprint" mode. And so on, back and forth.
