Task manager

I tried to bring up Task manager, with control-alternate-delete, while
computer was still loading. Now Task manager will not expand off task bar.
Any help would be appreciate.
 
Ed, look for a green square on rt side of Taskbar. If there rt click
and choose restore.
 
Rich,
There is a green square on the right side of the Task Bar. When I right
click it, the only options are close and always on top. When I hold the arrow
over the green square, it gives the CPU usage.
