I am working on an AMD Athlon XP 1700+, soltek MB VIA
266A chipset, 512 MB DDR 266, 40 GB, Raedon 7000. When
hitting CTRL+ALT+DEL nothing happens. Cannot get the task
manager to run at all. Suggestions?

maybe you can get to Task Manager this way?
Start/Programs/accessories/system tools/schedule task
or try Search

From Kelly's Korner:

Launching the Task Manager can sometimes be difficult depending on the
situation. Some people didn't know that the Task Manager can actually be
launched in at least three different ways to make it easier to use when you
need it the most.

First Method:
Press CTRL + ALT + DELETE and click on the 'Task Manager...

Second Method:
Right click on the Windows Notification area and chose 'Task Manager...

Third Method:
Press CTRL + SHIFT + ESC and the Task Manager will be launched instantly.

For further help, go to Kelly's Korner A-Z, and choose the letter T, then
page down to Task Manager.

It's possible you have a trojan running which is preventing you from seeing
it and killing it. Navigate to c:\windows\system32 and find taskmgr.exe.
Rename it to xtaskmgr.exe or whatever you like. Double-click on it. Does
taskmanager run now?

If it does, look for suspicious applications. Quite often they masquerade as
Windows programs. Look for something too with a *.scr name. If you can
identify the culprit the next step is to prevent it from running by deleting
the offending executable and removing the registry startup items that launch
it.

(You can also do this from a command window using tasklist and taskkill if
you're more comfortable with that.)
