Task manager Won;t display Right

I have XP Pro with the latest service packs and updatres - I anm running on a 512MB Intel 875 chipset with dual DDR

My Windows Task Manager has become corrupted so that it only displays a simple frame with the task list and a cancel button. No window fram or tab buttons display. Rebooting does not affect this

What could have caused this and how do I get it back? I use this a lot during debugging of application programs.
 
This behavior may occur if Task Manager is running in Tiny Footprint mode. If
you double-click the empty space in the border around the tabs, Task Manager
switches to this mode.
To switch Task Manager to its typical display mode, double-click the top border
of the window.
