Task manager shows multiple iexplore running

I have a pop up stopper that will only allow me to have
one internet explorer window open at a time. If I want
to open more than one I have to hold down the ctrl or alt
key. I have noticed that often I have to hold down the
key even when internet explorer doesn't appear to be
open. I checked windows task manager and found that I
sometimes have more than ten instances of iexplore.exe
running even though there are no visible browser windows
open. I've been shutting them down from task manager but
they always crop up again within a day or so. Does
anyone know what causes this and if it's a problem?

Is it possible your pop-up stopper works by only blocking
the windows from opening, and not the actual processes
from laucnhing?

Without knowing what the pop-up stopper does, it's hard
to answer here.
