Task manager/regedit not working

I have apretty strange problem on my home PC:
Task manager window will open for a second and will close
immdiatelly. Same goes for Regedit.
I can see thta the CPU usage is low (10-20%) nd so is the
memory.
Tried openaning task maanager from the task bar and by alt-
ctrl-del - and the phenomena is the same.
Any ideas?

w32.spybot worm disables NAV, Msconfig, Regedit and Task Manager:

Rename regedit.exe to regedit.com then:

Download then Merge the edit on line 251 then delete all the files mentioned
in the above link.
