I know this isn't strictly about freeware, but how do I find out what the
~40 processes that are running on my computer do? I'm sure some of them
shouldn't be there, but how do I find out which ones I can get rid of?

I'd recommend MS' support site to start. For example, the default
processes of a Win2k install are listed and described here:
<http://support.microsoft.com/default.aspx?scid=kb;en-us;263201>.

After that, start googling for "tasks, processes" etc, focusing on your
flavor of Winderz.

Starter is a Startup Manager. Ability for closing hanged apps (better
than Ctrl-Alt-Del). Also built-in feature for Google the file
(proccess) on the Net. (This is the feature that interest you).

I always considered Black Viper's list of XP services to be one of the
most useful. His site has disappeared but the list can be found here

I use CurrProcess at http://www.nirsoft.net/utils/cprocess.html
It tells me everything that I need to know about any process that
is running on my system. If in doubt about any process, I Google
it to find out what it is.

A description of it from their website:

CurrProcess utility displays the list of all processes currently running
on your system. For each process, you can view the list of all modules
(DLL files) that the process loads into memory. for all processes and
modules, additional useful information is also displayed: product name,
version, company name, description of the file, the size of the file, and
more.

In addition, CurrProcess allows you to do the following actions:
Change the priority of a process.
Kill a process.
Dump memory of process into a text file.
Create HTML report containing information about a process with the
list of all modules that it loads into memory.
Save the list of all running processes into text or HTML file.
Copy process or module information to the clipboard.
