All I get is a fleeting glimpse of the task manager. It
reduces to a small icon in the system tray but when I pass
the curser over it, the icon goes away too.
Control - Alt - Del brings up the Security Window but when
I press the task manager button it flashes up and then
reduces to an icon, which goes away.
Thanks for any suggestions.

.
Also, I can open the task manager in the safe mode. And,
I am unable to keep regedit open in the normal mode byt
can open it in the safe mode.

Try some other ways when launching the Task Manager:

- Press Ctrl+Shift+Esc
- Start a Command Prompt, then type taskmgr.exe
