Task Manager not opening

My task manager sometimes (but not always) will not open...it will just
display a green icon on the task bar at the bottom, that does nothing when
you click on it. If I reboot, I can access the task manager like normal,
but then suddenly, with no related activity that I see, it will again not
open when I try to access it.

This happens no matter which way I tray to open it (ctl-alt-del, right
clicking task bar) Any ideas on what may be causing this problem? I've
searched all around, and have found nothing on this.
