"Task manager has been disabled by administrator"!!!!!!!!!!!!!!!!!

First off, Im the computer admin, I am the ONLY user on this computer. Also
other things have been disabled, like regiedit and command. I never disabled
anything for any user type. Why is it acting like I have limited access when
I dont. Please dont tell me to check and see if I am logged in correctly
because I have checked this a thousand times and yes, I am loggin in as
myself, the computer administrator. Does anyone know how to enable task
manager and "run".....

Yeah, I did that first, there were none, and nothing has changed..... I used
windows live one care.

Your problems are symptomatic of virus infection. Go through these
general malware removal steps systematically -

Include scanning with either Sysclean or Multi_AV, plus Ewido. Do all
prep/finishing work and follow instructions to do all scans in Safe
Mode. If you do not have a current version antivirus installed (not
earlier than 2005) with an active subscription and updated virus
definitions, get one after you've done the scanning with Multi_AV.
Install it, update it, and do a thorough scan in Safe Mode.

If the procedures look too complex - and there is no shame in admitting
this isn't your cup of tea - take the machine to a professional
computer repair shop (not your local version of BigStoreUSA).
