administrator but I am the administrator I do have a log-on for administrator
and it works under this log-on user how do I enable the rest of the users? I
have a large family and I `m shore one of my kids changed something.

This restriction has been set by malware, most likely. As a quick work-
around, you may want to read
http://www.winguides.com/registry/display.php/163/

However, this does *not* clean a compromised system.

Error Message: "Task Manager has been disabled by your administrator"

Allows you to enable or disable Task Manager for the Current User
