task manager disabled

Can someone tell me how to re-enable task manager?

It was working fine until recently. When I open the menu on the tool bar
"task manager" is not highlighted any more, if I gotto run and try open it
with taskmgr.exe a message pops up that says "Task manager has been disabled
by your administrator".

This is a home computer, there is no administrator I am logged on as the
owner and I did not disable task manager.

If what Bert recommends doesn't work, consider the problem of malware. The
message about the administrator is a bit strange.
 
Have a weird problem with it.
When calling the task manager, it appear but only the white portion of the
screen. No menu, no tabs.
I scanned with my anti-virus and found nothing.

When calling it in safe mode, all normal.

Any idea ?

Double click in the top border. What you're seeing is the small foot
print mode.

Not strange at all -- that's the built-in Windows message when
the Task Manager has been disabled.

Click Start, Run and type this command exactly as given below: (better - Copy
and paste)
REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v
DisableTaskMgr /t REG_DWORD
