Task Manager Disabled by Admin?

For some reason, a few days ago when my computer was
running particularly slow, I hit CNTRL=ALT+DEL to close a
non-responsive program and I received the following error
message:
"Task Manager has been disabled by your administrator."

What does this mean?
Aren't I the administrator if it is my home computer?
Is this a result of a virus that my NAV missed?

Any help or advice would be appreciated.
