Task manager and CMD line will not open...

When trying to open the command line either from the START/RUN or from
START/Program Files it just opens for a quick second then closes. Also, Task
Manager will not stay open for more than 2 seconds or so. This is a recent
occurance. I am running XP Pro SP1.
I have scanned for the viruses and have not had any infections. Any
solutions? Thanks!
