Place your cursor within an empty area of the Taskbar, left-click and hold,
then drag the Taskbar to the desired location and release the mouse button.
make sure the taskbar is not locked (ie has an extra
think border).
Change this by right-mouse-button clicking on an empty
part of the task bar and toggle "Lock the taskbar"
