task bar

Try holding down the left key over the task bar on the side and dragging
it to the top or bottom or maybe even the other side.
 
Put the mouse on the edge and when it turns to a double arrow drag it to
where you want it.

Although by default, the taskbar is on the bottom of the screen, it can be on any of the four sides you prefer. To move it from one side to another, simply click on an unused part of it and drag it there (almost certainly, doing this by accident is how it got to the top).

If it won't move, you may have to unlock it first. Right-click on an unused part of it, and make sure Lock the Taskbar is unchecked.

No, this *resizes* the task bar, it doesn't move it. To move it, click on an unused part of it and drag it. Be sure that it does *not* turn into a two-headed arrow.
