Kelly's Korner (he's an MS partner and posts here frequently, but google for
his site) has a small piece of registry code that will reset the toolbar.
It's a bit cumbersome to use, though; you have to change the registry, then
open Task Manager, find and shut down the explorer.exe process and then
restart it. (If someone who speaks Visual Basic could automate that process,
it would be a boon to a lot of people.)
I reposted here, thanking Kelly for the solution and asking if anyone knew
what the problem was in order to prevent it. Nada. In my case, the toolbar
not only sometimes expands vertically and can't be resized, but several
additional vertical bars appear that prevent open program icons from filling
all the available space. Locking the toolbar doesn't help, and getting rid
of the language toolbar doesn't help; it keeps reappearing on reboot.
Appears to be a Redmond annoyance that's not high enough priority to fix.
