Tall Taskbar

My taskbar at the bottom keeps changing to a "tall" version by itself. Instead of a 1/2 inch tall size it's at least an 1 inch and all the icons are bunched together instead of running horizontal like before. HELP!

Right-click on the taskbar. Unlock the taskbar. Drag the edge of the
taskbar to the size you want. Arrange the toolbars within the taskbar to
your preference. Right-click on the taskbar. Lock it.
 
tried both of your suggestions still tall and icons on right side stacked up on top of one another.
