This is happening no matter who I send messages to. But the weird part is
if I go directly on the yahoo web based mail and send something they get it
asap.

I can assure you that your Windows Mail program is not causing that delay.
In order to discover where the delay is occurring, look at the headers of one
of those delayed messages. To see all the headers, press Ctrl-F3.
The 'Received' headers are time stamps inserted by each of the mail servers
that have handled the message. If you need help interpreting the time stamps,
post the full headers of one of those delayed messages.
