Taggin or Flagging emails in your Outlook in Box

Can anyone tell how, or if it is possible, to tag/flag more emails than 6 in
Outlook? I know I can't use flags but our opertions box has 8 individuals
now and the 6 colored flags just won't due anymore to designate who is
working on what at a given time.
 
Outlook 2003 I assume?
Then you can use a combination of Categories and Automatic Formatting to
make the items strike.
Create a category per individual and create different coloring conditions
for each category in Automatic Formatting.
