Table on top of picture

I have a scanned jpeg picture in my word 2002 document.
I tried to insert a 3 column 20 row table on top of this
picture image. I am not able to do this.
It shifts the picture down to the next page.
Is there a way to insert a table on top of a scanned form
and then mail merge data to the table.

I tried inserting a text box and then insert the table on
the text box. It worked,but when I inserted next record field
to have all my records appear in the table I got an error that
said something like can't do next in a comment or header.

I would like to be able to scan forms and insert a simple table
with merged records on top of the scanned images.
