Table of Contents changes when Word doct sent as an Outlook attach

I have a Word document whose TOC is fine as long as I am working on it.
However, when I send it to a colleague as an Outlook attachment, the TOC
shows all page 3's when she opens it. When she downloads the document and
sends it as an email attachment back to me, I see the same thing. How do I
keep the TOC from changing?
 
This is not a Word or Outlook newsgroup. This is an Access newsgroup.
Access is a database application that is part of MS Office Professional.

I'd suggest you post to a Word or Outlook newsgroup.
