By default, the TOC is built by collecting all the paragraphs that are
formatted in styles Heading 1, Heading 2, or Heading 3, plus any
styles having outline levels 1, 2, or 3. (You can change the behavior
by clicking the Options button in the TOC dialog and altering the
definition.) If the paragraphs on your cover sheet fit that
description, they'll be included in the TOC.
To stop that, make up one or more new styles that have different
names, with the same formatting as the cover sheet has now, but body
text outline level. You do this in Word 2000 and earlier by clicking
the New button in the Format > Style dialog, or in Word 2002/2003 by
clicking the New Style button on the Styles and Formatting task pane.
After you name the new style and base it on one of the Heading styles,
click Format > Paragraph and set the Outline Level dropdown to Body
text. Apply the new style(s) to the cover sheet text, and update the
TOC.
