I have created a Word 2000 SP-3 document, a credit application to be
specific, that places drop-down form fields and check-box form fields within
various table cells throught the document.
When I protect the document the cursor can only be directed to table cells
that contain one of these form fields. Movement of the cursor can be done
with the tab key, but I cannot "point and click" the cursor to any table
cell that does not contain one of these form fields.

How can I correct this issue?

You can't. If you need to type in the other cells, you should insert text fields from the Forms toolbar in them

As tj said, that is the purpose of protected documents. However, you can
insert "Section Breaks - Continuous" that will allow you to select which
sections to protect and which to unprotect. You can't really use it between
cells of the same row, but it might give you the flexibility you need in
between rows of the same tables, or in between tables or paragraphs.

All you need to do is to insert the section breaks (Insert menu, Breaks,
Section - Continuous), then click "Tools", "Protect document", click the
"Sections" button and select which sections you want protected. There is a
