Tab colors

I don't know if this is really an excel problem but Excel
is one of the places it is manifested. It has to do with
colors and fonts. For some reason I cant get tab colors on
my worksheets. Where does excel get it's color settings?
 
Tab colour was only introduced into Excel in Excel XP (aka Excel 2002) after many years of complaint from users converting from
1-2-3. Right click a tab and choose "Tab Color" (sic).
