if it was missing, you wouldn't be able to boot into windows.
Go to Start > Run, and type in: %windir%/system32
and see if that opens the folder for you.

Click tools/folder options, and in the view tab, uncheck the box to hide
protected operating system files.

system32 is not hidden by default, could be a virus has done this
to prevent detection, do an independent virus scan after removing all
temp/ tif files.
