System will not Shutdown

I have an XPE image running on a dual partition drive and
I am unable to shutdown, restart, or logout when in the
system. When I select any of these options from the start
menu the system does nothing.

Any ideas?

As a first test step, have you tried to use shutdown.exe or xpepm.exe
utilities directly?
Do you see the same behaviour with the tools?
If you do, you may have not included necessary dependencies. E.g., include
"Power Managment Application" component to your Configuration and
auto-resolve its dependencies. Check at runtime if it still fails to
shutdown the device.

I added the "Power Management Application" component and
it still does not work. shutdown.exe is not part of the
image. Is there some component I need to add to get this
file? I did try and run xpepm.exe and nothing happened.

Any ideas?

Ryan,

To get shutdown.exe in your image add "Misc. Command Line Tools" component from "Software : System : System Services : Base" category.
Make also sure that you have got all the dependencies for shutdown.exe and xpepm.exe in your image (use Dependency Walker).

Also, make sure the user you logon to belongs to the group that has enough rights to shutdown the system (run gpedit.msc and check "Computer Configuration\Windows Settings\Security Settings\User Rights Assignments\Shut down the system", here you should have your user group listed).
