Could someone tell me how to
access " System Volume Information " ?

The System Volume Information folder is difficult to access for a
reason. Make sure you know what you're doing.
 
Why ? There's nothing in SVI that you should be mucking around with.
If there are infected restore points, then you should *first* ensure the
system is clean.
Once that's done, disable System Restore to flush *all* restore points.
Reboot.
Reenable System Restore and create a *known clean restore point* now.

There is really nothing fun to look at in the SVI folder when things
are working properly. CCleaner has an option to remove RPs but you
would have to tell it to do so (I believe).

Do your RPs show up okay in the built in XP System Restore calendar
function?

To be on the safe side I would do this when you have the time and then
periodically:

Perform some scans for malicious software, then fix any remaining
issues:

Download, install, update and do a full scan with these free malware
detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpyware: (SAS): http://www.superantispyware.com/

They can be uninstalled later if desired.

and ran both of those programs with no
luck .
I do have a restore point in XP SR so I believe
I should be O.K. .

SR is a popular target for malware.

The RPs should accumulate on your calendar. XP would like to make at
least one new RP at least every 24 hours if the system is running and
idle, so you may have one every day. You may go several days without
one. You may have more than one a day depending on what is going on.

You can also make one manually just to be sure that part works.

Poor SR... - it is so misunderstood sometimes.
