system tools

I can not access defrag or dskclean through the start up
menu nor through the administrative tab. When I go to the
control panel, Aministrative tools is also empty. How do I
find these two windows tools so that I may use them ?

They are usually found in your system root folder(WINNT in W2K or Windows in XP) within the system32 folder
 
You'd better use mmc:
Run>mmc
The File> Add/RemoveSnapIn > (you choose Computer
Management >OK +CLose) Then expand and go to disk
defragmenter.
 
I just looked this up yesterday...
Go to my computer icon and open it. Right click on the
Hard drive and go to properties, go to tools. There
should be 3 tools: Error Checking, Defrag, and Backup.
