system tools missing

using XP, one user account has access to system tools another doesnt. They
use to but now it is gone. How can I get it back for them.

Are you talking about access from the Start Menu? If so, simply copy the
entries from your Start Menu to the other user's Start Menu.
Right-click on the Start button and choose "Explore All Users" and you
will get the two-paned Explorer interface and see all users' Start
Menus.

If you mean something else, please post back with a better description
of the problem, including whether the user account with the missing
system tools is a Computer Administrator or Limited (if XP Home).
