What computer retailers give you a system restore CD for PCs?

I wanted to get a computer at Best Buy, but I don't think they give
you one.

It's the PC manufacturer, not the retailer, that determines that.
 
Identify the PC model, go to dell.com, under Purchase Help, ask Dell

If a cd is not supplied, when you get the system home you can make
your own in about 20 mins. Most HP's have this option
