System restore has been turned off and I can't get it to turn back on. Any

The link was great, however, I'm missing the file required to restart system
restore. I'm not sure how to get it back since SP2 hasn't restored the file.
Any other suggestions? If I can get the file back, the link you suggested
shows me how to turn it back on.
