It is pretty well impossible to repair a corrupted System Restore
folder. The best you can do is to clean it out and start fresh, as
described by Will Denny. However this will not fix your current
problems, which you did not describe. At least I assume that there
are problems and this is why you want to use system restore.
Spyware infrestations are a common cause of computer problems these
days, and the first thing you need to do is to check for and clean up
anything that may have gotten onto your computer. See MVP Jim
Eshelman's Spyware Quick Fix page at
http://www.aumha.org/a/quickfix.htm and follow the steps there to
clean up your machine.
Another approach, perhaps a bit riskier because it is Beta software,
is to download and install the public beta release of Microsoft's
antispyware software from
http://www.microsoft.com/athome/security/spyware/software/default.mspx
Many people who have tried it appear to have had good results.
