System Restore

My System Restore, quite simple, doesn't work.
It won't create, nor (obviously) restore.
My Xp is bang up to date, and all else seems to function.
But...Whenever I try to 'create', I'm told no can do, please reboot.
I reboot, and round and round we go.
Anyone have any Ideas?

The System Volume Information folder may be corrupt. To fix this, you will
need to turn the SR service off, which will delete all of the restore points
and then turn the SR service back on.

Go to Control Panel/System/System Restore Tab. Place a check mark in the
Turn off system restore on all drives check box. Click Apply/OK. Exit and
reboot the system. Go back to the same location and remove the check mark
from that box.

Go to Start/All Programs/Accessories/System Tools/System Restore and create
a new restore point.

If the creation does not work, go to Start Run and type services.msc and
press OK. Scroll down to the System restore Service. Double click that item
and make sure that Automatic is selected in the Start Up Type section.
