System Restore

I am using windows xp home and I have begun to have a problem when entering into my control panel the screen freezes and the only way that I can get out is to use the task manager
I thought perhaps I had a serious problem so I tried 'System Restore'. That is NOT working, it is unsuccesful each time and I cannot got to an earlier date. I also cannot go before May
Does anyone have any ideas what I should do and if the problem is serious. I'm not technically minded so please help!!

Go to IE > Tools > Internet Options > Advanced options tab and disable
third-party browser extensions.

Perform a malware scan using updated ad-aware and spybot:
