System restore won't work after system crashed on Norton install

I installed Office 2003 and found I could not open any documents because of a NAV plug-in. When I went to disable the plug-in, I found that NAV was not functioning so unistalled it and reinstalled it, only to have the system blue screen. System restore hung up twice. Now I can boot up, but I can't do a search and many other features do not operate (can't even get to system restore or print anything). I am also having a hard time removing the remnants of the latest Norton Internet Security install
I want to do a repair install for XP. Is this a good or bad idea? Any warnings or anything else I should try? What about trying system restore in safe mode? TIA

There's not much you can do once you get the blue screen of death, you can
try to use system restore, but your best option is to just reinstall
windows. If your machine has a lot of files on it you might want to manually
try to fix it, and if that doesn't work try to back up your most important
files on floppy's and hold on to them until you reinstall the operating
system.
